SAICM IMPLEMENTATION PROGRESS IN ARMENIA
chemicals and waste management. In line with SAICM Overarching Policy Strategy which envisages implementation commencing with an enabling phase, and taking into account the important role of its national profile on chemicals management, several projects were implemented by the Government. In cooperation with UNITAR, "Updating a National Chemicals Management Profile, Development of a National SAICM Capacity Assessment, and Holding of a National SAICM Priority Setting Workshop in Armenia” project was implemented in the framework of the SAICM Quick Start Programme (QSP). The revision, updating and amendment of the profile ensured an informed background for decision-making and efficient and coordinated actions on key issues related to chemicals and waste management. In addition, the project helped identify a methodology for preparing national capacity assessments for SAICM implementation and define roles and responsibilities as well as timelines. "Armenia and UNEP Partnership Initiative for Sound Management of Chemicals and Implementation of SAICM in Armenia” project (2nd QSP) was implemented, which provided establishment of an Inter-ministerial/Inter- agency Committee on SAICM implementation, preparation of a national SAICM implementation plan and elaboration of a national strategy for risk reduction. To achieve the goals of the Global Plan of Action of the SAICM, the RA has implemented projects namely "Design of a National PRTR System to Strengthen Capacity Building Activities for the implementation of Stockholm Convention on POPs in Armenia”, with UNITAR, and "Development and Implementation of the National Cleaner Production Programme in Armenia”, with UNIDO. Projects implemented by AWHHE: In cooperation with ARNIKA Association AWHHE has been implementing "Scaling up Experience in Improvement of Chemical Safety to Contribute to Poverty Reduction in Rural Armenia” project in the framework of the Europe/Aid aiming to increase chemical safety in 2 provinces and increase public participation in national environmental policy processes in order to strengthen democracy transformation in these provinces. Introducing Code of Conduct in order to reduce the environmental and health risks from pesticides was launched in November 2010 to empower poor local communities in 2 provinces to effectively implement Code of Conduct on the distribution and use of pesticides and thus contribute to poverty reduction.
