Присутствующим стало ясно: от украинцев скрываются выводы служб США, касательно оценки воздействия гидроразрыва на окружающую природную среду.
06.06.2012. Position of the Ukrainian Ecology League (Kyiv). Ukraine has ratified the Aarhus convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters. According to this convention, all new projects and development plans need to go through the procedure of Public Hearings. Qualified experts should be present, as well as representatives of local communities. If companies which win the tender and intend to extract shale gas in Ukraine act in a civilized way, they will realize that the local people are against these projects. As a rule these projects do not get implemented around the world. If the traditional for Ukraine path is taken: no ecological expertise, public hearings, contrary to wishes of local communities, this would not bring any economic effect, because this won't be the project that is needed for Ukraine. The interest of businesses and people living on this land must both be taken into account. Authorities must do whatever they can in order to openly discuss these projects with people living in these areas. In 2010 the Supreme Council of Ukraine approved the law about the basis of regulating of city development, which liquidated the state body called State Ecological Expertise. The threat as of today is that with the absence of the full process of the state ecological expertise we will not be able to see real threats to the environment from any technology, including the technology of shale gas extraction. With the absence of this very mechanism of state ecological expertise, almost any ecologically hazardous projects could be implemented in Ukraine. This is why the all-Ukrainian Ecology League demands renewal of the state ecological expertise mechanism and fully applying this procedure in the analysis of shale gas extraction project in Ukraine. When the abovementioned law was passed in Ukraine, the country broke several international conventions, including the Espoo convention, the Convention on Environmental Impact Assessment in a Transboundary Context. There is a possibility that Ukraine may be excluded from the convention members because of this law. This is why the legislators, under the pressure of the society, are planning to alter this law. However, when we talk about implementing such grand projects as shale gas extraction in Ukraine, we may even talk about separate laws and procedures being passed and approved. The business project that is disguised as the means to Ukraine's energy independence, but is really aimed only at obtaining the financial benefit, contrary to the interests of Ukrainian citizens, should not be implemented. This is an absolutely impossible situation. We need to strive for commercial interests to coincide with interests of the citizens and not disturb the ecological balance. Not a single American or European business structure would construct any building or structure, or develop a drilling site if the local community stands against it. This is why we firmly demand the absolute openness of this project, both at national and local levels. If the local communities have any queries, they should not be blamed in being unpredictable or incompetent. The people are naturally worried about the environment they live in. This is quite understandable. Moreover, the east of Ukraine is already highly burdened with industry, with many ecologically dangerous companies in place already. We cannot create additional problems there. If we talk about the western region, where shale gas extraction is also being planned, this is the territory with high tourism, recreational and health-improving potential. Taking this into account, burdening this region with shale gas industry is also not sensible in the long term. It also does not meet the interests of Ukraine. Therefore we should first talk about the state policy of saving energy resources, development of alternative energy sources, meaning solar and wind energy, instead of ruining the landscapes and geological structure on the territories that we talked about.
